Minutes of Meeting
Tuesday, April 28, 2015

Members Present:  Chairman Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: John Martell, John Freeman, Donna Chagnon, Lucille Noel, Ann Davis, Alan Quimby, Allan Mayville

Call to Order:  Mr. DeBold called the meeting to order at 6:30pm

Appointments:

Stan Brehm – Hutchinson Road
Mr. Brehm stated that I am here to talk about paving Hutchinson Road again. In 2002 the vehicle count was 132 cars daily and now I believe the count is roughly over 400 cars per day. I believe that something can be done out of the highway budget. To lessen the impact this could be a three year project. Within a week of grading, the potholes return and this road is no longer safe. This road gets torn up very easily. All of the earlier upgrades were done in 2003 and 2004. Now the road is only getting worse. The Pembroke side is now paved which I believe has increased traffic.

Mr. DeBold stated that is it your assumption that something can be done this year?

Mr. Brehm stated that I believe the Road Agent can at least get started. Winter is the hardest time of year. During the winter months the road has to be treated in two different ways. I would really like this to be considered.

Mr. DeBold stated that we will have to look into it and talk with the Road Agent. I have always thought of the asphalt line as shimming or overlay not paving a dirt road.  I am not sure if this has to go to the RAC for consideration.

Mr. Jordan stated that I think this should go before the RAC. This is a big project.

Mr. DeBold stated that I think that it may as well. I also am not sure that this can be done this year either. But we will definitely speak with the Road Agent. This is a grey area and we will have explore all of the Town’s options.

Department Heads:

Emergency Management – John Martell stated nothing to report.

Building – John Freeman stated that we have had a little more activity since the last meeting. Great Meadow always upgrades service to some sites and they are doing that again this year. We also have one major renovation going on.

Fire – Alan Quimby stated that I do not have a lot. I wanted to publically thank Jodi for attending the Police Fire and EMS banquet. Our annual Mother’s Day breakfast is Sunday May 10. The online fire permitting is going extremely well. We have interviewed three students so far and we will be interviewing one more.

Library – Lucille Noel stated that we are losing Kayla Chagnon she has found a new job. We will revisit some of the applications that we had received prior then advertise if we do not find a candidate. Epping Well is working on getting us an estimate for the well to repair the issue with the water. Programs are still going strong. The meeting rooms are being used. The library survey will be in the Suncook Sun next week and we are hoping to get a good response. Our Book sale made about $400.

Highway – Email from Jim Plunkett - Since the last meeting we have been adding gravels and grading the rough spots on the gravel roads. We will be grading the week of May 4th depending on the weather. The inspections are almost complete. We are waiting for the 2004 right now. We have pulled the weight limit signs and the no parking signs on Bailey Road.  I have two quotes as of now for the door to the salt shed and will hopefully get the third in a week or so. We have been working this week on the front end of the grader (u joints and bushings) so it will be ready for next week.   


General Business/Board Discussion:

Public Input:
Ann Davis stated that the Agricultural Commission is working with the school to help educate the kids.

Lucille Noel stated that the Historical Society will be holding a presentation on May 11th with the Wright Museum displaying items we used on the home front during World War II.

Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jordan  to adjourn the meeting at 7:15pm.  Motion passes.
